Feedback sought on animal management

Central Goldfields Shire Council is inviting residents to provide feedback on its Draft Domestic Animal Management Plan 2026-2029.

The draft plan was shaped between August and September last year informed by 90 community members who shared their views through surveys and in-person feedback sessions.

Through this process community shared with council concerns around responsible pet ownership, particularly relating to roaming cats and dogs.

In response, council has developed a draft plan that aims to address these issues while supporting a safe, respectful, and balanced community for both pet owners and non-pet owners.

Proposed updates in the draft plan include:

Considering the introduction of a cat curfew (either overnight or 24 hours a day) via a Council Order.

Considering a requirement for dogs to be on-lead at all times outside of designated off-leash areas.

Improvements to the animal registration process to make it simpler and more accessible.

Councillor Liesbeth Long particularly mentioned the cat curfew as something she supported.

“Cat curfews are very important because, as we all know, cats that are outside at night do tend to kill native wildlife,” she said.

“I wholeheartedly hope people out there will support that."

Council is required to update its Domestic Animal Management Plan every four years under the Domestic Animals Act 1994.

It plays an important role in guiding how dogs and cats are managed across the shire.

Mayor Ben Green said the draft plan reflects the voice of the community so far but encourages more feedback for the final version.

“We know our community loves its dogs and cats, and we value the important role pets play in supporting our physical, mental and social wellbeing,” he said.

“This draft plan is important because it helps guide council’s services, programs and policies, as we work alongside veterinarians and organisations such as the RSPCA to respond to the needs of both pets and the broader community.

“We encourage all residents to review the draft and share their views. Whether you’re a pet owner or not, we’d love to hear from you.”

Feedback is open until 5 pm on Thursday, April 23.

On the same webpage, pet owners can upload their favourite photos of their pets for council to feature in the final Domestic Animal Management Plan document.
